The last chapter, Naruto 373, revealed that Pain possessed the Rin-negan, or ‘God Eyes’. In this episode, Pain expresses his desire to create an ultimate weapon that could wipe out entire nations from the power of the tailed beasts. This is his idea of bringing pain to everyone, which he says would stop all wars in the world.
